New surveys: Alaska and Portland, OR voters find ranked choice voting simple

Large majorities of voters in Alaska and Portland, OR find ranked choice voting (RCV) simple, new surveys find.
In Alaska, 84% of voters say that they found RCV simple. This is the second election cycle in a row in which a large majority of Alaskans say they find RCV simple; in 2022, the number was 85% (statistically equivalent given the polls’ margins of error).
The Alaska poll also finds that 56% of voters liked having multiple candidates from the same party on their general election ballot – which is possible due to the state’s combined reform of an open primary that advances the top four candidates to an RCV general election.
The new poll is just the latest data point to show how well RCV and open primaries are working in the Last Frontier. It comes on the heels of a historic vote to continue using RCV there, despite a repeal attempt by politicians used to winning under the old system.
In Portland, where RCV was used for the first time this November, 91% of voters understood how to fill out their ballot very or somewhat well, according to a survey from the Portland City Auditor. At least 89% reported understanding RCV well in each of the city’s four council districts, and at least 82% of all racial groups reported understanding RCV well.
In addition, 85% of Portland voters were aware of RCV prior to voting – but awareness was higher in some districts than others. The City Auditor proposed additional voter education in less-aware districts to help increase understanding of RCV even more.
Broadly, Portland voters report an understanding of ranked-choice voting according to this poll, an encouraging start for an historic electoral reform. The Portland and Alaska surveys are especially notable given the vast difference between the jurisdictions. While Portland is a large, dense city and progressive bastion, Alaska is the nation’s most sparsely populated state and is Republican-leaning. The results build on past findings that voters understand RCV regardless of their background or political views.
