Congressional Progressive Caucus endorses the Fair Representation Act

In September 2024, the Congressional Progressive Caucus voted to formally endorse the Fair Representation Act. Its endorsement is a major step forward for the bill in Congress, and reflects the growing recognition among elected officials that ranked choice voting will strengthen our democracy.

The section below was originally posted on April 24, 2024, when the caucus released a policy agenda calling for ranked choice voting and multi-member districts – two key reforms contained within the act.


Last week, the 98-member Congressional Progressive Caucus (CPC) released its policy agenda for the coming year. Section V calls on Congress to:

Improve Representation: Create fairer, more efficient, and more representative elections by supporting ranked-choice voting and fix partisan gerrymandering by establishing multi-member districts for congressional elections and creating new requirements for congressional redistricting.

This describes exactly what’s in the Fair Representation Act (FRA) that was reintroduced last month.

The Congressional Progressive Caucus is just the latest and largest political institution to recognize that ranked choice voting – and more specifically, the concrete solutions in the FRA – can improve our democracy and give voters a greater voice at the ballot box. Ranked choice voting in multi-member districts has been adopted by major cities like Minneapolis, MN; Portland, ME; and Portland, OR. It has been endorsed by leaders across the political spectrum – including the American Academy of Arts and Sciences’ Commission on the Practice of Democratic Citizenship and former Massachusetts Governor Bill Weld (R), who has personal experience voting in ranked choice elections in Cambridge.

The CPC’s embrace of ranked choice voting represents  a historic show of support in Congress. We hope to see continued growth in co-sponsorships for the FRA, and could have an even bigger opportunity with the Ranked Choice Voting Act when it’s reintroduced later this year.
